Townhomes of Bieneman Farm (TBF)

Home to families, retirees & young professionals, TBF is located south of Aldi and just north of the Hudson Gateway Development (future site of the St. Croix River Hounds Ballpark). Built in 2000, TBF consists of 17 buildings with 136 2-story townhomes.


Carefree living at its best includes lawncare, snow removal, landscaping, outside building maintenance, building insurance & rubbish removal. Walking and biking paths are located off the main roads.

Snow Removal Policy 2025-26

Snow removal and Ice Management: Prior to snow removal season starting, snow stakes will be installed at appropriate locations along driveway and roadway curb lines. Willow River Company will measure snow depth accumulation at the property, on the asphalt to be plowed in areas neither drifted over or blown clear. 
In the event that the State of Wisconsin Department of Transportation called equipment off the road in St Croix County or winds are sustained equal or exceeding 25 MPH or gusts equaling or exceeding 30 MPH, Willow River Company has the option to call off snow removal operations until better conditions exist. Deadlines listed below will be extended an equivalent amount of time. In the event of snowfalls over 12" with gusts of winds above 30 MPH or 15" with wind gusts under or over 30 MPH, deadlines are void. Willow River Company will complete services on a best effort basis. 
Plowing Open Ups: Open ups will be done if snowfall accumulations exceed 8" and if the winter event has not finished. Any snow event that is 6" or less will be done curb to curb at that completion of the event. During snow events of 6 inches or greater, we will perform a plow open of all Townhomes of Bieneman Farm Association roads before 6:00 am and again before 5:00 pm. Open up will be performed on roads only, not driveways. 
Inlets and Main drives: A thorough cleanup of all driveways (skid loader only) and inlets (pickup truck or skid loader) will be completed after the cessation of snowfalls exceeding 1.5". The deadlines for completion will be as follows. 
1.5"-8"      12 hours after cessation 8"+           18 hours after cessation ***Snow totals exceeding 12" will be at best effort. 
Shoveling/Snow Blowing: Sidewalks are defined as a path sidewalk width running from the drive or public sidewalk to the front door of all units. The Service Provider will clear all association and public sidewalks as directed by the property. A thorough clean-up the full width of the sidewalks will be completed once after the cessation of snowfalls exceeding 1.5". The deadlines for completion are to be as follows: 
1.5"-8"      12 hours after cessation 8'" +         18 hours after cessation ***Snow totals exceeding 12" will be at best effort. 
Willow River Company will not be expected to get within 2 feet of autos. Snowfalls less than 1.5" will be shoveled only upon request by the owner and will be billed at an additional rate. Driveways will be dragged with a Bobcat or truck and plow. 
Fire Hydrants: Fire Hydrants will be cleared of snow with a 3 feet diameter within 48 hours after the cessation of any snowfalls of 1.5" or greater. 
Mailboxes: Mailboxes will be made accessible for the US postal Service and Association residents following snowfalls of more than 1.5" during the final clean up. 
Association Responsibility: Snow removal from roofs, snow remaining after cleaning up due to parked cars, snow removal from patios and decks, in accumulation on drives, steps, walkways and garage aprons caused by drainage. 
Blizzard Conditions: During blizzard conditions in the event of the State of Wisconsin calls off road crews, time for shoveling and plowing services may be extended by that amount of time. 
Non-Seasonal Snow Removal: For the period of April 1 through October 31, snow removal operations will be provided however, Willow River Company will not be obligated to meet the stringent shoving or plowing deadlines that pertain during normal snowfalls months. However, there will be an additional charge of $85.00 per employee on site. 
Salting: Salting or sand applications of the streets, drives, or ice melt of sidewalks will be applied as necessary only after a request from the owner and will be billed at the negotiated rate of - 
Salt - Cost = $375.00 Per ton applied Ice-melt - Magnesium chloride chips = $75.00 per bag applied Snow placement: Damage: Snow will be pushed to the end of road/wings for the first several events, when the snow pile gets too large for the trucks and Bobcat with blower to push them back without doing damage to the lawn a skid bucket or blower (bobcat) with blower will be needed to move the pile back further. At that time, it is an hourly rate to do so at $95.00 per hour per piece of equipment being used. This will be done only at the request of the owners and not at the same time as a snow event. In the event of damage caused by Willow River Company, Willow River Company will be responsible for any damage that is found to be negligent. This is for structural elements to the property only. 
Damage: If any damage caused by negligent act from a Willow River Company employee will be repaired or replaced at Willow River Companies' expense.  Building, mailboxes, etc

Information Regarding Insurance

 

  • The Board of Directors for Townhomes of Bieneman Farms has elected to place the master association policy with Spectrum Insurance Group and underwritten by West Bend Mutual Insurance for the policy period of 04/01/2025 to 04/01/2026.
  • The master policy has a 2% Wind/Hail deductible per building/per occurrence. All other perils have a $25,000 deductible.
  • As a unit owner It is imperative that you purchase and obtain your own insurance coverage from your personal lines agent to provide adequate coverage to protect yourself and your assets. This should include but is not limited to your property, personal property, improvements & betterments, and liability per the associations governing documents. This should also include purchasing loss assessment coverage. You should always work with your personal lines agent and review the Associations Bylaws to ensure you have adequate insurance coverage.

Interior Insurance Requirement

Owners,


Unit owners should be talking to their personal lines agent regarding an HO6 policy to protect their property and liability per the associations governing documents. This should also include purchasing loss assessment coverage. This is often very Inexpensive to add and would recommend starting at a minimum of $50,000. We have personal lines agents here in the office that can help with this and would be happy to provide quote options.


Also, if someone is renting out their unit, they should be carrying a Dwelling Fire policy to cover their property and liability as it is no longer owner occupied. That is something they should also consult with their personal lines agent on and can also purchase loss assessment on that type of policy.
